April 20, 2006 The regular village board meeting was called to order at 7:00 p.m. by President Hamm. Present: Bill Hamm, Don Dohrwardt, Chris Kunstmann, Bruce Laabs, Larry Palm, Joe Short, and Larry Waskiewicz. Also present: Laura Logan, Mark Jaeger, Allen Neumann, and Jo Ann Wagner. Approve Minutes On page three, under Plan Commission Meeting "Date" is changed to read "Data". With this change, the minutes of the April 6, 2006, village board meeting were approved on a MOTION by Short, seconded by Laabs, and carried. Approve Payment of Bills With the addition of a bill for USA Blue Book in the amount of $22.14 for supplies at the WWTP, the general fund, water and sewer bills were approved for payment on a MOTION by Waskiewicz, seconded by Kunstmann, and carried unanimously. Treasurer and Utility Reports A MOTION was made by Waskiewicz, seconded by Palm, to approve the Treasurer and Utility reports as presented. Motion carried. Open Session for Citizen Questions and Comments A thank you went out to the Northern Ozaukee Women’s Group for the Easter Egg hunt. A thank you to Don Dohrwardt for providing the information on capital project evaluation and program evaluation. The Fredonia Fire Fighter and EMS Association will be holding a brat fry and car wash this Saturday at Fireman’s Park. The Celebrate Fredonia Committee will be meeting on May 1. Unfinished Business Village ordinance requires hard surface in the industrial park. Three properties are not in compliance. Clean up is not complete at 137-139 Wisconsin Street. A sunset date needs to be set. A parcel was sold in the industrial park last year. They have an eighteen-month window to build. When does this expire? Semi truck parking on village streets – prohibited in areas zoned residential. On South Milwaukee Street with manufacturing on the east side and residential on the west side is semi truck parking allowed on the east side? This was referred to the Public Works Committee. The proposed condo storage units on Meadowlark Road – is this a private drive or a public street? Will the roadway be dedicated to the village? Have the mission statements for each committee been completed? Should the village board also create a mission statement? Additional Structures at 117 Meadowlark Road Village ordinance allows the village board to permit more than one structure per lot in industrial and commercial districts when needed for the orderly development of the parcel. Laura Logan is requesting permission to add two more mini storage buildings to her parcel at 117 Meadowlark Road. With these two additional buildings, a total of nine buildings will be on the lot. Public safety and access by emergency vehicles was discussed. Logan stated that the fire chief had reviewed the plans before the last two buildings were built and did not have a problem with them. Thirty feet will be allowed between all buildings. Soil compaction was also a concern. A MOTION was made by Short, seconded by Waskiewicz, to approve the two additional structures on the property at 117 Meadowlark Road contingent upon installation of the binder course of asphalt, landscaping, plan approval by Fire Chief and soil compaction approval by the building inspector. Soil compaction information will be added to the plans and concrete will be adjusted accordingly. Motion carried. Report from Architectural Control Board A new home for 411 Stoney Creek Court by Lundman Development was approved, a new home for 322 Stoney Creek Lane was approved with a new survey to be submitted to the building inspector before the top of block elevation is set, and the plans for two storage buildings at 117 Meadowlark Road were approved. The Architectural Control Board will continue to review the WUBC code and village ordinance on swimming pools. Issuance of Citations Per village ordinance, the building inspector may issue citations with respect to sections of the code that are directly related to his area of responsibility. A MOTION was made by Dohrwardt, seconded by Kunstmann, to instruct the building inspector to issue citations within his jurisdiction. Discussion followed. Dohrwardt amended the MOTION to have it be the priority to have the building inspector issue the citation. Palm will speak with the building inspector and let him know he has the authority to issue citations. Dohrwardt withdrew his motion. A MOTION was made by Waskiewicz, seconded by Palm, to have Palm deliver a copy of the ordinance regarding authorization to issue citations to the village marshal and building inspector. Motion carried. 2006 Committee Appointments A MOTION was made by Dohrwardt, seconded by Short, to approve the committee appointments as presented by President Hamm. It was suggested that Public Safety and Personnel committees meet quarterly. The Personnel Committee should also come up with guidelines for bringing new board members "up to speed." Celebrate Fredonia is an ad hoc committee and will remain the same as last year. Dohrwardt amended the MOTION to allow the Clerk-Treasurer to fix any "scribner" errors and to add the Celebrate Fredonia Committee with the members the same as last year. This was seconded by Short. Hamm noted that the Ethics Committee still needs to be appointed and if anyone has any suggestions they should let him know. Our Comprehensive Plan recommends a Joint Plan Committee with members from the village and surrounding towns. He will be recommending members in the near future. The Joint Plan Committee is an advisory committee. Motion then carried approving the Committee appointments. President Pro Tem A MOTION was made by Dohrwardt, seconded by Laabs, to appoint Larry Waskiewicz as president pro tem. No other nominations were received. Motion carried with Waskiewicz recused. Report from Director of Public Works The report from the Director of Public Works was reviewed. Neumann reported that a report would be forthcoming on the well drilling. Nothing was found suitable for a municipal well. An additional signed easement has been received for the sidewalk on South Milwaukee Street. Verbal commitments have been received from the other property owners. It is hoped that the Martin Drive project could be bid in December with construction in 2007. Summer Help A MOTION was made by Short, seconded by Waskiewicz, to hire Matthew Dommer and Bradley Mayer as temporary summer help at $8.00 per hour with the Director of Public Works having the option to hire an additional employee if deemed necessary. Motion carried. Report on Operations at Wastewater Treatment Plant The report on the operations at the Wastewater Treatment Plant was reviewed. Facility Plan Update McMahon and Associates has completed the draft of the facility plan for the Wastewater Treatment Plant. A presentation from McMahon on the plan will be added to the next village board agenda. Report from Clerk-Treasurer The report from the Clerk-Treasurer was reviewed. Three insurance companies have expressed interest in submitting a quote for village insurance. When the committee payroll checks were issued, one check was missing from the sequence of checks. The bank has been notified and a stop payment has been placed on the check. The printer has also been contacted. An Open House has been planned for May 6 for the Ozaukee County Comprehensive Plan. Other Business The Public Works Committee will need to schedule a meeting the first week of May to complete sidewalk inspections. The North Milwaukee Street and Emerald Hills Drive is not a controlled intersection. Laabs questioned if a stop sign should be added to the intersection. At this time North Milwaukee Street extends about fifty feet north of Emerald Hills Drive and is basically a dead end. When North Milwaukee Street is extended, a stop sign will be added on Emerald Hills Drive. The 2006 Arbor Day Celebration is scheduled for April 27, 2006 at 10:30 a.m. at the Mark Montaba Nature Center. The capital project evaluation forms for capital projects and programs were provided by Dohrwardt. He noted that it would be a benefit to the village to create a program. Ozaukee County is hosting the finals of the Alice in Dairyland contest that is being held at the Country Inn and Suites in Port Washington. The village wide rummage sale is scheduled for May 20, 2006. The meeting adjourned at 8:20 p.m. on a MOTION by Short, seconded by Waskiewicz, and carried. |
